City councilmen moved the Plaza Hidalgo property in the 1400 block of Welch Street a step closer toward being an open-air concert and event location on Tuesday at a special council meeting called to hold hearings on two aspects of the change.
The council heard arguments for and against rezoning the property from residential to light industrial use, and in a separate hearing heard reasons to include such uses as outdoor concerts and outdoor dance halls in the zoning ordinance.
